Introduction

CTR comprising the districts of Kasur, Nankana Sahib, Okara, Pakpattan, Sahiwal and Sheikhupura has 37 towns and an un-served population of 3.3 Million. USF plans to establish an estimated 215 EBCs and 57 CBCs in CTR.

Opening of Qualification & Services Proposals:

Following three registered bidders submitted their Qualification & Services Proposals on  15th December 2009;

    1. Pakistan Telecommunication Company Ltd
    2. Wateen Telecom (Pvt) Ltd
    3. Worldcall Telecom Ltd

Financial Bid Opening of Technically Qualified Bidders

All three bidders were declared Technically Qualified and their Financial Bids were opened on 09th February 2010. Subsidy requested by each bidder, based on 100% target,  is as follows;

Result

Worldcall being 2nd lowest in three districts. i.e. Kasur, Nankana and Pakpattan, was offered to match the respective lowest bidders, however they did not opt to enter into SSA. In case of Nankana there was no other Bidder left except PTCL. In case of Kasur and Pakpattan, the option was given to the next lower applicant (PTCL), as per clause 48.4.b of RFA.
After the process of matching lowest subsidy and selection of targets (as per USF Broadband Bidding documents – RFA clauses 47, 48, 50 and 51), the contracts that have been signed with the two bidders after necessary approval of Board of Directors, are summarized below.
