Introduction

Mirpur Khas Lot covers 28% of the area and 13% of the total estimated population of Sind Province. The districts included in this lot are Mirpur Khas, Sanghar, Tharparkar and Umer Kot. This lot covers the South Eastern side of Sind Province with Tharparkar bordering India in the East and South East. Sanghar and Umer Kot also share eastern side of the lot with India. In the North, Sanghar District of the lot borders with Khairpur and Nawab Shah Districts of Sind. Hyderabad and Badin Districts of Sind share borders in the West with this lot.

Total settlements (Muza) in Mirpur Khas Lot are 1,174 with population ca. 1.13 million. Roughly 20% of the muza are un-served that covers 30% of rural population of this lot. In some muza, the Population Census Organization has published population of muza equal to '0' or '-' or below 100 persons.

Opening of Qualification & Services Proposals:	Following registered bidders submitted their Qualification & Services Proposals on 8th October 2008; 1. Pakistan Mobile Communication Ltd. (PMCL) 2. Telenor Pakistan Pvt. Ltd.
Financial Bid Opening of Technically Qualified Bidders	Following bidders were declared Technically Qualified and their Financial Bids were opened on 13th January 2009. Subsidy requested by each bidder is as follows;
	1.	PMCL	Pak Rs. 1,232,000,000/-
	2.	Telenor	Pak Rs. 1,158,083,462/- Offered further Discount of Pak Rs. 228,083,462/- Thus reducing their bid to Pak RS. 930,000,000/-
Result	M/s Telenor Pakistan Pvt. Ltd. was declared as the lowest qualified bidder and contract, worth Pak Rs. 930,000,000/-, was signed with Telenor on 13^th March 2009.

Comments:	Due to security situation faced by SP in the area, SP requested for Force Majeure against which an extension in the overall project timelines till 15th April, 2010 was given, after Technical Auditor verified and certified the SP's claim. Currently, snag removal of the snags highlighted during the audit of the 4th project milestone is in progress. Project will be closed by within the month of July, 2010. * Approval of funds by the policy committe MoIT are awaited for the payments to be made to the SP for 3rd project milestone, that has been cleared by the Technical Auditor.
