Projects of Telecom, Broadband and Fiber Optics in Pakistan

Introduction

Mansehra Lot covers roughly 20% of the area of NWFP in the North-East and has 5 districts (Abbottabad, Batagram, Haripur, Kohistan and Mansehra) and 12 tehsils. This lot is bounded by Northern Areas in the North, Azad Jammu and Kashmir in the East, Rawalpindi, Islamabad and Attock Districts in the South, Swabi, Buner and Shangla Districts in the West and Swat District in the North-West

Total settlements (Muza) in this lot are 2,152 with population ca. 4.03 million. In some muzas, the Population Census Organization has published population of muza equal to '0' or '-' or below 100 persons.

Universal Service Fund and PTCL entered in the contract to provide basic telephony and data services to the mass population in un-served areas of Mansehra on June 24, 2008. A subsidy of Rs. 300 Million is being provided to PTCL for this rural telecom project.

Financial Bid Opening of Technically Qualified Bidders:

Following bidders were declared Technically Qualified and their Financial Bids were opened on 12th June 2008. Subsidy requested by each bidder is as follows;

1.	PMCL	Withdrew its proposal
2.	PTCL	Pak Rs. 300,000,000/-
3.	Telenor	Pak Rs. 2,914,717,236/-
4.	Warid	Pak Rs. 2,100,000,000/-

Result:

M/s Pakistan Telecommunication Company Limited was declared as the lowest qualified bidder and contract, worth Pak Rs. 300,000,000/-, was signed with PTCL on 24^th June 2008.

Comments:

Currently the technical audit of 2nd project implementation milestone is in progress. Project is delayed due to Force Majeure events resulting from the seucrity operation in Malakand region that fall under this Lot and in the area of Kala Dhaka. Project is expetced to close by the end of year 2010.
