Introduction

Pishin Lot covers roughly 5% in the North – Western part of Baluchistan province. It lies at the borders with Afghanistan in the West and South West, Killa Saifullah District in the North and East, Ziarat District in the East and Mastung and Chagai Districts in the South.  The Pishin lot has 3 districts (Killa Abdullah, Pishin and Quetta) and 7 tehsils.

Universal Service Fund and PTCL entered in the contract to provide basic telephony and data services to the population in the yet un-served areas of Baluchistan districts of Pishin, Killa Abdullah and Quetta on May 29, 2008. A subsidy of Rs. 175 Million is being provided to PTCL for this rural telecom project.

Following registered bidders submitted their Qualification & Services Proposals on 25th April 2008;
 
1.     Pakistan Mobile Communication Ltd. (PMCL)
2.     Pakistan Telecommunication Company Limited (PTCL)
3.     Warid Telecom Pvt. Ltd.
 
Financial Bid Opening of Technically Qualified Bidders:
Following bidders were declared Technically Qualified and their Financial Bids were opened on 7th May 2008. Subsidy requested by each bidder is as follows;

Pak Rs. 637,000,000/-
2.      
PTCL
Pak Rs. 175,000,000/-
 
3.      
Warid
Pak Rs. 401,000,000/-
Result:
M/s Pakistan Telecommunication Company Limited was declared as the lowest qualified bidder and contract, worth Pak Rs. 175,000,000/-, was signed with PTCL on 29th May 2008.

Comments:

Due to security situation, extreme weather conditions and earth quake in the area SP requested Force Majeure events for the delivery of all project milestones. Against these requests made by SP and after verification and certification of SP's claim by Technical Auditors, an extension of 6 months i.e. from 29th May, 2009 till 28th November, 2009 and subsequently and extension of 10 weeks in the overall project timelines was given to the SP from 28th November, 2009 till 15th February, 2010 for the completion of the project. SP was able to complete and deliver all project implementation milestones within the given time period.
