Introduction

Malakand division, which is part of the North West Frontier Province, covers one third of the total area of NWFP and includes remote areas like Chitral, Upper Dir, Lower Dir, Swat, Buner, and Shangla districts of the Malakand division.
It is bounded by Afghanistan in the west, China in the extreme north, Northren Areas in the northeast, Batagram and Swabi districts in the southeast, Mardan district in the south, Malakand and Bajour agencies in the southwest. Swat, Panjkora, Chitral, and Ghurband are the main rivers that cater for the drainage of the tract. The most famous places of Malakand Division are Kalam, Madayan, Bahrain, Besham, Malam Jabba, Murghazar, Sharingal, and Kalash Valley etc. The main languages are Pashto, Kohistani, Gujro, and Chitrali etc (Map).
Under the Rural Telecom Programme, USF signed Contract of the pilot project on October 04, 2007 with Telenor that aims to provide services basic telephony and data services in Malakand Division. A subsidy of Rs. 310 Million is being provided to Telenor for this project.

Opening of Qualification & Services Proposals:	Following registered bidders submitted their Qualification & Services Proposals on 27^th August 2007; 1. CMPak Ltd. 2. Pakistan Telecommunication Company Limited (PTCL) 3. Telenor Pakistan Pvt. Ltd. 4. Warid Telecom Pvt. Ltd.
Financial Bid Opening of Technically Qualified Bidders:	Following bidders were declared Technically Qualified and their Financial Bids were opened on 12^th September 2007. Subsidy requested by each bidder is as follows;
	1.	PTCL	Pak Rs. 1,784,240,000/-
	2.	Telenor	Pak Rs. 310,148,725/-
Result:	M/s Telenor Pakistan Pvt. Ltd was declared as the lowest qualified bidder and contract, worth Pak Rs. 310,148,725/-, was signed with Telenor on 4^th October 2007.

Comments:

Due to Force Majeure in Malakand Lot, project deployment was put on hold. Since the overall security situation has recently improved for execution of the project, meetings between USF and Service Provider (SP) are underway to work out the modalities and re-initiate the execution of the project. The hindrance at this stage is the SP's claim that he has suffered huge losses due to insurgency & later military operation in the area and that there should be compensation for that..
