1. In accordance with the Pakistan Telecommunication (Re-organization) Act 1996 and Universal Service Fund Rules 2006, as amended, USF will conduct reverse auctions for the provision of Broadband Services in selected unserved urban Areas of Northern Telecom Region I (NTR I).
Project ID: Broadband NTR I/2010
Composition: Selected areas of NTR-I consisting of Charsadda, Chitral, Mardan, Nowshera, and Swabi Districts.
The reverse auction bidding process will be conducted for the award of a one-time subsidy to be paid to service provider to assist in meeting the costs of providing Broadband services in identified service areas. Bidding will be conducted in accordance with the international competitive bidding procedures contained in the bidding documents.
Details of auction process, services to be provided, eligibility to participate in auction, registration instructions, mode of auction, event schedule and other necessary information is available in an Information Package for Broadband, placed on the USF’s website (http://www.usf.org.pk/Tenderdescription.aspx?144)
The Information Package consist of:
• The Request for Applications (“RFA”) that sets out specific information regarding the application process and intended USF Broadband services; and
• The Subsidy and Services Agreement (“SSA”) that sets out the rights and obligations of the service provider and details of the selected areas and services to be provided.
2. Detail description of the services to be offered and service areas will be provided to the registered bidders only.
3. All eligible registered licensees or consortia may collect bidding documents from the office of the undersigned, on any business day, during office hours against a non-refundable payment of PKR 25,000/- in the shape of Demand Draft or Pay Order payable to Universal Service Fund Company.
4. The last date of registration of each Telecom Region is specified in the respective RFA. Registered participants must submit their bids, in the manner and mode and on the address prescribed in the respective RFAs, to the undersigned. Last date and time of submission of bids is specified in respective RFAs. Any bid received after specified date and time shall be returned un-opened.
5. USF may reject all bids or proposals at any time prior to the acceptance of a bid or proposal.
